Description

MAJOR RESPONSIBILITIES

1.Project Execution Planning and Coordination

Lead and manage the execution of all awarded projects from mobilization through closeout.

Review approved contracts, drawings, specifications, schedules, and budgets to ensure readiness for execution.

Coordinate with Project Managers, site teams, consultants, and internal support units to align execution strategies, work plans, and deliverables.

Ensure effective integration of design, procurement, and construction activities across multiple projects.

Monitor project schedules and milestones, addressing delays and coordinating recovery plans as needed.

2. Budgeting & Cost Management

Oversee overall cost control and financial performance of awarded projects.

Coordinate with Quantity Surveyors and Project Managers to monitor project budgets, forecasts, variations, and cash flow.

Review and approve cost reports, change orders, and claims in accordance with contract requirements.

Ensure value optimization initiatives are implemented during execution without compromising quality or scope.

3. Design, Technical and Execution Oversight

Ensure proper coordination between design consultants, site teams, and subcontractors during execution.

Review construction shop drawings, material submittals, and technical proposals for compliance with contract and design intent.

Resolve technical issues, constructability concerns, and interdisciplinary conflicts during execution.

Ensure implementation of approved drawings, quality, and engineering standards across projects.

4. Procurement & Subcontract Management

Oversee procurement execution in coordination with Project Development Manager, Quantity Surveyor and the procurement team.

Ensure subcontract and supplier engagements align with approved budgets, schedules, and project requirements.

Participate in subcontractor and supplier performance reviews, ensuring contractual compliance.

Address procurement-related risks that may impact cost, schedule, or quality.

5. Risk Management & Compliance

Identify, monitor, and manage execution-phase risks across all awarded projects.

Ensure compliance with contractual obligations, regulatory requirements, safety standards, and company policies.

Escalate critical project risks and issues to senior management with recommended mitigation actions.

Support claims management, dispute resolution, and contractual compliance where necessary.

6. Client & Stakeholder Management

Act as the senior operational interface with clients during project execution.

Ensure client requirements, expectations, and priorities are consistently addressed across projects.

Support Project Managers in managing client communications, approvals, and issue resolution.

Maintain strong working relationships with consultants, authorities, and key stakeholders.

7. Performance Management and Project Close out

Monitor overall performance of Project Managers and project teams against KPIs for schedule, cost, quality, and safety.

Ensure timely and systematic project closeout, including testing and commissioning, documentation, and handover.

Oversee lessonslearned reviews and ensure best practices are captured and applied to future projects.

Confirm delivery of complete closeout packages and achievement of contractual completion requirements.

1. Project Execution Planning and Coordination- Percentage of projects executed without major scope changes after execution commencement.

2. Budgeting & Cost Management- Variance between awarded contract value and final project cost at completion.

3. Design, Technical and Execution Oversight- Percentage of design packages issued on time and without executionimpacting revisions.

4. Procurement & Subcontract Management Percentage of critical procurement packages delivered in time to support scheduled construction activities.

5. Risk Management & Compliance - Percentage of identified execution risks mitigated without cost or schedule impact.

6. Client & Stakeholder Management Percentage of client or stakeholder execution issues resolved within agreed response time.

7. Performance Management and Project Close Out- Percentage of projects achieving timely closeout with complete, approved documentation and minimal punchlist carryover.

QUALIFICATION AND COMPETENCY REQUIREMENTS

MINIMUM EDUCATION and EXPERIENCE

1.Must have a bachelors degree in civil engineering, Architecture, Interior Design, or a related field.

2.Must be a licensed professional (PRC).

3.Must have at least five (5) years of relevant experience, including a minimum of two (2) years in a leadership or managerial role.

4.Preferably Project Management Professional (PMP) certified.

5.Must have strong leadership, communication, and problem-solving skills to effectively manage teams and stakeholders.

6.Must have solid financial management skills, including experience in budgeting, cost estimation, and cost control.

KNOWLEDGE

1.Project and Construction Management

Strong understanding of construction methodologies, processes, and techniques, including familiarity with various construction systems, materials, and technologies.

Solid knowledge of project management principles for effective planning, organizing, and execution of construction projects, including project phases, scheduling, budgeting, risk management, and quality control.

2.Regulatory Compliance

Familiarity with local building codes, regulations, and industry standards to ensure compliance and adherence to legal requirements throughout the project lifecycle.

3.Contract Administration

Knowledge of contract administration and management, including handling contractual agreements, change orders, and ensuring all parties comply with terms and conditions.
