I. Position Summary
The Liaison Officer is responsible for securing, processing, and monitoring all permits, licenses, and regulatory documents required for solar project implementation. The role also involves direct coordination with customers to ensure submission of their required documents, enabling smooth project progression. The Liaison Officer represents the company in dealings with LGUs, government agencies, and external stakeholders to ensure regulatory compliance and timely project completion.
II. Key Responsibilities
A. Permits & Government Compliance
Process and secure all project-related permits, such as:
- Barangay Clearance
- Mayors/Business Permit
- Electrical Permit
- Building/Structural Permit
- Fire Safety Inspection Certificate
- Other applicable national and LGU regulatory requirements
- Follow up with government agencies regarding the status of permit applications.
- Ensure all permits are obtained within the required project timelines.
- Monitor renewal, expiration, and compliance requirements.
B. Customer Coordination
Follow up with customers regarding incomplete or lacking documentary requirements needed for:
- Permit applications
- Utility connection processes
- Engineering evaluations
- Project approvals
- Guide customers on how to properly accomplish required forms.
- Provide updates to customers on the status of their application and pending requirements.
- Communicate clearly and professionally to avoid delays in project processing.
C. Government & Agency Representation
- Serve as company representative in LGUs, Engineering Offices, BFP, DENR, DOE, distribution utilities, and other agencies.
- Attend inspections, meetings, and hearings relevant to solar project permitting.
- Escort government inspectors during site visits and ensure smooth facilitation.
D. Documentation & Reporting
- Prepare, organize, and maintain all processed permits, official receipts, and related documents.
- Maintain tracking logs for permit applications, customer requirements, and pending submissions.
- Submit daily, weekly, and monthly updates to internal teams (Engineering, PMO, O&M, Finance).
E. Project and Administrative Support
- Coordinate with Project Management, O&M, Engineering, and other internal departments regarding permitting status.
- Assist in preparing project-related documents required by LGUs or customers.
- Secure gate passes or access permits for installation and inspection teams.
- Perform other liaison-related tasks assigned by management.
III. Qualifications
Education
- Bachelors Degree in Business Administration, Public Administration, Office Administration, or any related course.
- Non-degree holders with strong experience in LGU/government processing are welcome.
Experience
- Minimum of 12 years experience in permit processing, liaison work, or customer coordination.
- Experience in the solar, construction, or engineering industry is an advantage.
- Familiarity with LGU processes, BFP inspections, and utility applications.
Skills & Competencies
- Excellent communication and customer coordination skills
- Strong organizational and documentation abilities
- Ability to multitask and work independently
- Knowledgeable in LGU/government procedures
- Professional, patient, and proactive in follow-ups
- Willing to travel to various project locations
- Holder of a valid driver's license (preferred)
