Project Lead (Supervisor Level) Pharmacy Startup | BLVM Pharmacy

Location: Paranaque, Metro Manila | Type: Project-Based Contract (5 months) | REQUIRED: Valid PRC Pharmacist License (RA 5921)


Contract Fee: 185,725197,035 the 5-month term. Negotiable within range based on verified experience.

Estimated hours to deliver: ~360 hrs committed scope across regulatory, build, and operations. Contract capacity: ~650+ hrs over 5 months.


BLVM Pharmacy is a retail pharmacy. The PL's PRC Pharmacist License is the regulatory anchor for all FDA and PDEA permits. 


Deliverables: FDA + PDEA permits, pharmacy layout, formulary, inventory system, pharmacist(s) and assistants hired per shift (progressive: Shift 1 profitable before Shift 2 activated; target 24-hour coverage), SOPs implemented, pharmacy open and dispensing. 5-month term. Full operational authority within scope.


PRC Pharmacist License is a hard gate. FDA/PDEA experience strongly preferred. No additional degree requirement.


Key Responsibilities


Regulatory & Licensing

  • Serve as the licensed pharmacist of record (PRC License under RA 5921) for all FDA and PDEA permit applications
  • Lead preparation, submission, and follow-through of all FDA initial permits (CPR, LTO) and PDEA registration requirements
  • Coordinate with regulatory bodies to ensure full compliance prior to opening
  • Maintain and update licenses and permits as required throughout the contract term

Pharmacy Build-Out

  • Design and finalize the pharmacy floor layout in accordance with FDA and GPP (Good Pharmacy Practice) standards
  • Oversee procurement and installation of fixtures, equipment, and dispensing infrastructure
  • Develop and implement the initial formulary product selection, drug categories, and controlled substance handling protocols

Inventory & Systems

  • Set up the pharmacy inventory management system (receiving, storage, dispensing, and reorder protocols)
  • Establish systems for controlled drug logbooks and PDEA compliance documentation
  • Define supplier relationships and initial stock purchasing plan

Staffing

  • Recruit, screen, and onboard pharmacists and pharmacy assistants per shift
  • Manage shift scheduling following a progressive activation model: Shift 1 must reach profitability before Shift 2 is activated; ultimate target is 24-hour coverage
  • Supervise and evaluate pharmacy staff performance throughout the contract

SOPs & Operations

  • Write, finalize, and implement Standard Operating Procedures (SOPs) covering dispensing, customer service, cash handling, inventory management, and emergency protocols
  • Ensure all staff are trained on SOPs before opening
  • Oversee daily pharmacy operations post-opening to ensure compliance and efficiency

Reporting & Handover

  • Provide regular progress updates to BLVM Holdings management against deliverable milestones
  • Document all regulatory filings, vendor contracts, staff records, and operational procedures for seamless post-contract handover
  • Flag risks and blockers early; propose and implement corrective actions within scope of authority
