Job Summary:
The HR Head/Manager leads the overall Human Resources Shared Services function as a strategic partner to management, driving people strategies that support business growth and operational excellence. This role oversees the full spectrum of HR functions, ensuring the effective implementation of policies, programs, and systems across talent acquisitions, HR operations, compensation and benefits, employee relations, organizational development, and workforce analytics. Combining strategic leadership with hands-on management, the position fosters a compliant, engaged, and high-performing workforce while ensuring alignment with organizational goals and regulator requirements.
Key Responsibilities:
- Oversee day-to-day operations of the Human Resources Shared Services across offices: Sauyo (HQ), Bulacan, Cebu and Davao.
- Develop and implement HR strategies aligned with organizational goals, acting as a key advisor to senior management.
- Identify training needs, create development programs, and evaluate learning effectiveness across departments and offices.
- Drive initiatives on culture-building, employee engagement, succession planning, and leadership development.
- Act as a strategic partner to department heads in addressing workforce challenges and aligning HR initiatives with business needs.
- Manage external HR and company vendors (manpower agencies, HMO providers, insurance providers) and ensure service quality and cost efficiency.
- Analyze workforce data, monitor attrition, forecast manpower needs, and support data-driven HR decisions.
- Lead HR response in workplace incidents, disputes, or emergencies, ensuring proper documentation and resolution.
- Design, review, and manage competitive compensation structures, benefits programs, and total rewards strategies.
- Oversee performance appraisal processes, KPIs, OKRs, and continuous improvement initiatives, including total rewards alignment.
- Ensure compliance with labor laws, DOLE orders, and other applicable laws.
- Provide expert guidance to management on HR policies, disciplinary actions, and employee-related decisions.
- Oversee HR communications including announcements, policy rollouts, and engagement campaigns.
- Conduct HR audits, identify compliance risks, and implement corrective action plans.
- Support organizational restructuring, policy changes, and transforming initiatives with structured change management approaches.

Qualifications:
- Bachelor's Degree in Human Resources, Psychology, Business Administration or any related field
- With minimum of 5 to 10 years progressive HR experience, with at least 3 to 5 years in a managerial/leadership role
- Strong knowledge of Philippine Labor Laws, DOLE compliance and HR best practices
- Experience in handling multiple HR functions across different offices (branches)
- Proven experience in policy development, employee relations, and organizational development
- Background in retail/manufacturing industry is an advantage but not required
- Excellent leadership, communication, and stakeholder management skills
