Description

The HR Manager is responsible for overseeing all aspects of human resources practices and processes within the construction company. This role supports business needs and ensures the proper implementation of company strategy and objectives through effective management of recruitment, employee relations, performance management, compliance, and workforce planningparticularly for project-based and site personnel.


Key Responsibilities


1. Recruitment & Workforce Planning

  • Manage end-to-end recruitment for office and site-based roles (engineers, foremen, skilled workers, laborers).
  • Coordinate manpower requirements based on project timelines and demands.
  • Develop talent pipelines for skilled construction workers and technical staff.

2. Employee Relations & Engagement

  • Serve as a point of contact for employee concerns, grievances, and disciplinary actions.
  • Promote a positive work environment across project sites and head office.
  • Handle conflict resolution and conduct investigations when needed.

3. Performance Management

  • Implement performance appraisal systems for both staff and site workers.
  • Work with department heads and project managers to monitor employee performance.
  • Recommend training, promotion, or corrective actions based on evaluations.

4. Training & Development

  • Identify training needs, especially for safety, technical skills, and leadership.
  • Organize onboarding programs for new hires, including site orientation.
  • Ensure continuous development of supervisors and foremen.

5. Compensation & Benefits

  • Oversee payroll coordination, timekeeping, and benefits administration.
  • Ensure competitive and compliant compensation structures for project and regular employees.

6. Compliance & Labor Law

  • Ensure compliance with local labor laws, occupational safety standards, and government regulations.
  • Maintain employee records, contracts, and documentation.
  • Coordinate with legal and safety teams on regulatory requirements.

7. Health, Safety & Site Coordination

  • Support implementation of occupational health and safety programs.
  • Work closely with Safety Officers to enforce safety policies on-site.
  • Promote a culture of safety across all projects.

8. Administrative & HR Operations

  • Develop and update HR policies and procedures.
  • Prepare HR reports, analytics, and workforce data.
  • Manage HR staff and ensure efficient HR service delivery.
Qualifications
  • Bachelors degree in Human Resources, Psychology, Business Administration, or related field
  • Proven experience as an HR Manager, preferably in the construction or engineering industry
  • Strong knowledge of labor laws, employee relations, and HR best practices
  • Experience handling project-based or blue-collar workforce is an advantage
  • Excellent leadership, communication, and interpersonal skills
  • Ability to work in a fast-paced, project-driven environment

  • Experience in payroll systems and HR software
  • Knowledge of occupational safety standards in construction
