2. Project Background
Good Neighbors Philippines (GNP), in partnership with LG Electronics, the Korea Foundation for International Healthcare (KFIF), and the Technical Education and Skills Development Authority (TESDA), is implementing an expanded phase of its vocational training initiative.
This integrated project aims to empower out-of-school youth (OSY) across multiple communities by providing them with market-relevant skills and pathways to sustainable livelihoods. The project consists of two primary tracks implemented across different sites:
- Learn and Grow Project (LG Electronics Partnership): This track focuses on technical vocational training leading to TESDA National Certification (NC II) in Domestic Refrigeration and Airconditioning (RAC) Servicing and Consumer Electronics Servicing. This component will be implemented in GNP project offices in Montalban (Rizal), Batangas and Bulacan.
- Good Career Project (KFIF Partnership): This track focuses on economic self-reliance through BPO industry-based vocational skills training. It includes life skills education (Good Core) and employment linkage programs (Good Connect). This component will be implemented in GNP project offices in Montalban (Rizal), Bulacan, and Sitio Bakal (Quezon City).
Collectively, the project targets out-of-school youth aged 18-30 from low-income backgrounds, providing them with technical skills, psychosocial support, and job placement assistance to break the cycle of poverty. This integrated approach requires a dedicated and experienced leader to manage the complexity of multiple tracks, sites, and partnerships.
3. Job Purpose
The Project Coordinator will provide overall strategic leadership, management, and oversight for the Integrated Vocational Training and Empowerment Project. The role is responsible for ensuring the successful, timely, and high-quality implementation of all project components (Good Core, Good Career/Learn and Grow, and Good Connect) across Montalban, Bulacan, Sitio Bakal and Tingloy. The Project Coordinator will act as the central coordinator, serving as the primary liaison among all key stakeholdersincluding Good Neighbors, LG Electronics, KFIF, TESDA, local government units (LGUs), and other private sector partners. This role will work collaboratively with existing GNP Field Staff and Head Office personnel to leverage their expertise and ensure seamless project execution, resource management, and the achievement of project outcomes.
4. Key Responsibilities
A. Project Planning, Management, and Implementation
- Lead the overall project implementation plan, ensuring alignment with donor (KFIF, LG Electronics) requirements and GNP's strategic goals.
- Oversee the simultaneous execution of the project across all sites:
- Montalban, Tingloy & Bulacan: Coordination of both the RAC/Consumer Electronics NC II training (Learn and Grow) and the BPO training (Good Career).
- Sitio Bakal (QC): Coordination of the BPO training (Good Career).
- Coordinate with Head Office and CDP staff, TESDA-certified trainers, and BPO specialist trainers to ensure effective delivery of all curricula (life skills, psychosocial support, technical training).
- Manage the trainee lifecycle across all sites, including identification, screening, enrollment (based on poverty-line criteria), and monitoring of attendance, progress, and welfare.
- Oversee the end-to-end logistics of training implementation, including procurement of materials, tools, and equipment for both RAC/Electronics and BPO tracks.
- Ensure the "Good Connect" employment phase is robust, coordinating with partner companies for internships, job placements, and mentoring for graduates from all tracks and sites.
B. Stakeholder Coordination and Partnership Management
- Serve as the primary point of contact and liaison between Good Neighbors Philippines and all project partners: LG Electronics, KFIF, TESDA, LGUs (in Montalban, Bulacan, and QC), and the Social Development and Microfinance, Inc. (SDMI).
- Facilitate regular coordination meetings, project monitoring visits, and review sessions with partners across all sites.
- Cultivate and maintain strong relationships with local RAC service providers and BPO companies to expand apprenticeship and job placement opportunities.
- Represent GNP in project-related events, forums, and meetings with government agencies and the private sector.
C. Monitoring, Evaluation, and Reporting
- Develop and maintain a robust monitoring and evaluation framework to track project performance against established indicators (e.g., NC II pass rates, BPO training completion, employment rates, self-efficacy scores) across all sites.
- Ensure timely collection, analysis, and documentation of project data, success stories, and lessons learned from Montalban, Bulacan, and Sitio Bakal.
- Prepare and submit high-quality monthly, quarterly, and final progress reports to the Social Development Division Manager and donors (KFIF, LG Electronics), ensuring compliance with all reporting requirements and project timelines.
- Monitor project budget utilization across all sites and ensure financial compliance with GNP and donor policies.
D. Risk Management and Problem-Solving
- Proactively identify potential challenges to project implementation (e.g., trainee dropouts, logistical hurdles in specific sites, partner coordination issues) and develop mitigation strategies.
- Address field-level issues and adapt project approaches as needed to ensure the continuity and success of the program, especially concerning trainee welfare and follow-up management.
- Ensure that all project activities, from training delivery to stakeholder engagement, meet the quality standards of GNP and its donors.
5. Qualifications & Competencies
Education & Experience
- Bachelor's degree in Social Work, Community Development, Business Administration, Project Management, or a related field.
- At least 3-5 years of progressive experience in project management, preferably within an NGO development context.
- Proven experience managing multi-stakeholder, multi-site projects, including coordination with government agencies (especially TESDA), international donors, and corporate partners.
- Demonstrated experience in livelihood, vocational training (both technical and BPO), or youth empowerment programs is essential.
- Experience managing projects with budgets similar in scale and with multiple funding sources is a strong advantage.
Skills & Attributes
- Excellent coordination, negotiation, communication, and interpersonal skills for effective stakeholder engagement.
- Ability to work independently and collaboratively with field and head office personnel to achieve project goals.
- Solid understanding of project cycle management, including planning, monitoring, evaluation, and reporting.
- Proficient in budget monitoring and financial management.
- Highly organized, with strong problem-solving skills and the ability to manage multiple priorities in a dynamic environment.
- Proficient in MS Office applications and digital reporting tools.
- Willingness to travel frequently to all project sites (Montalban, Bulacan, Sitio Bakal) and stay overnight when required for project activities.
6. Working Conditions
- This is a field-based role requiring regular travel to training centers and community areas across multiple sites.
- Work hours may extend beyond the typical 8-hour day during critical phases such as training launch, monitoring visits, and job placement activities.
- The Project Coordinator may be required to stay overnight at project sites during residential training stints or critical monitoring activities.
