Description
The Right-of-Way (ROW) Officer is responsible for securing land access rights and necessary permits to support the implementation of infrastructure or telecom-related projects. This role involves negotiating with landowners, managing legal and regulatory requirements, and coordinating with stakeholders to ensure that land acquisition and permitting processes are completed efficiently and in compliance with applicable laws and standards.

 

1. Duties and Responsibilities:

Land Acquisition

o Conduct field surveys to identify property boundaries, ownership, and potential land use impacts.

o Initiate and facilitate negotiations with landowners regarding right-of-way (ROW) agreements, easements, and compensation packages.

o Prepare, review, and process legal documents related to land acquisition, such as deeds, easements, quitclaims, and right-of-way agreements.

o Address and resolve issues related to land tenure, property ownership disputes, or encroachments that may affect project implementation.

o Ensure that land acquisition activities are aligned with project timelines and cost estimates.

 

2. Permitting

o Coordinate and secure necessary permits and clearances from local government units (LGUs), national agencies (e.g., DPWH, DENR, HLURB), and other relevant authorities.

o Ensure that all permitting requirements are fully documented and compliant with applicable national and local laws.

o Monitor permit application progress, follow up with concerned agencies, and resolve issues causing delays or denials.

o Maintain an updated permitting tracker and report on the status of applications to the project team.

 

3. Stakeholder Engagement and Coordination

o Maintain strong communication with internal teams, including engineers, legal counsel, and project managers, to ensure alignment on ROW and permitting requirements.

o Organize and attend meetings with landowners, barangay officials, community leaders, and other stakeholders to present project objectives, address concerns, and build trust.

o Represent the company professionally during community consultations and negotiations, ensuring transparency and respect.

 

4. Documentation and Reporting

o Maintain accurate and complete records of all land acquisition and permitting activities, including negotiation notes, maps, survey reports, and signed agreements.

o Prepare regular reports summarizing project progress, key challenges, landowner concerns, and recommended actions.

o Ensure all documents are properly archived for audit and project review purposes.
