Description

The Project-in-Charge is responsible for the overall planning, coordination, execution, and completion of retrofitting, fit-out, and civil/architectural construction activities. The role ensures that all works are delivered in accordance with approved plans, specifications, safety standards, timelines, and budget requirements.


Key Responsibilities


1. Project Planning & Coordination
  • Prepare detailed work schedules, manpower loading, and activity sequencing.
  • Review architectural, structural, and MEP plans to ensure constructability and alignment with project requirements.
  • Coordinate with designers, consultants, subcontractors, and suppliers regarding all technical and operational matters.
  • Conduct site orientation and pre-start meetings to align all stakeholders.


2. Site Management & Supervision
  • Oversee daily construction activities, ensuring work is executed according to drawings and specifications.
  • Monitor manpower deployment, equipment utilization, and material usage.
  • Ensure quality workmanship in retrofitting, fit-out, and civil/architectural tasks.
  • Resolve site issues, obstructions, and discrepancies promptly.


3. Quality Assurance & Compliance
  • Implement QA/QC procedures for all stages of construction.
  • Conduct inspection and acceptance of structural retrofitting works (e.g., jacketing, carbon wrapping, steel works).
  • Ensure compliance with building codes, industry standards, and approved method statements.
  • Coordinate with third-party inspectors and local government agencies when required.


4. Safety & Risk Management
  • Enforce strict adherence to safety protocols and permit-to-work systems.
  • Conduct toolbox meetings and safety briefings.
  • Identify and mitigate site hazards, risks, and non-compliance issues.


5. Materials & Documentation
  • Prepare material take-offs, requisitions, and monitor deliveries.
  • Maintain updated project documents such as RFI, MIR, SOR, daily reports, and as-built records.
  • Validate subcontractor accomplishments and progress billing.


6. Client & Stakeholder Communication
  • Provide regular project updates and progress reports to the Project Manager or client representative.
  • Attend coordination meetings and present site concerns and solutions.
  • Maintain professional relationships with clients, designers, and suppliers.


7. Project Delivery & Turnover
  • Ensure completion of punch-list items and project close-out requirements.
  • Assist in the preparation and submission of as-built plans, warranties, manuals, and certifications.
  • Lead site walkthroughs with the client and regulatory authorities for occupancy and turnover.
