Position Overview

The Human Resource Officer plays a vital role in managing and supporting the workforce of the construction firm. This position ensures compliance with labor laws, promotes employee welfare, and maintains efficient HR systems tailored to the unique demands of construction projects and site-based operations.

Key Responsibilities
  • Recruitment & Staffing
  • Source, screen, and hire qualified candidates for site and office roles.
  • Coordinate onboarding and orientation programs for new hires.
  • Maintain manpower planning aligned with project timelines.
  • Employee Relations
  • Serve as the primary point of contact for staff concerns and grievances.
  • Foster positive workplace culture across construction sites and offices.
  • Mediate conflicts and ensure fair resolution of disputes.
  • Compliance & Documentation
  • Ensure adherence to labor laws, occupational safety standards, and company policies.
  • Draft and manage employment contracts, notices, and compliance memos.
  • Maintain accurate employee records, including attendance, leave, and payroll data.
  • Performance Management
  • Monitor staff performance and provide feedback to supervisors.
  • Assist in implementing appraisal systems and performance improvement plans.
  • Support disciplinary actions when necessary, ensuring fairness and professionalism.
  • Payroll & Benefits Administration
  • Coordinate payroll preparation and ensure timely disbursement.
  • Manage employee benefits such as leave entitlements, health coverage, and site allowances.
  • Develop and refine policies for staff welfare (e.g., birthday leave, hazard pay).
  • Training & Development
  • Identify training needs and organize skill development programs.
  • Promote safety and compliance training for site workers.
  • Support career growth initiatives within the firm.
  • Event & Engagement Activities
  • Plan and execute staff events, recognition programs, and team-building activities.
  • Draft scripts, award wordings, and announcements for company functions.
Qualifications
  • Bachelors degree in Human Resource Management, Psychology, Business Administration, or related field.
  • At least 23 years of HR experience, preferably in construction or project-based industries.
  • Strong knowledge of labor laws and HR best practices.
  • Excellent communication, negotiation, and organizational skills.
  • Ability to balance empathy with professionalism in sensitive situations.
  • Proficiency in MS Office and HRIS systems.
